Liz Jarvis MP introduces Bill to strengthen support for young carers

Liz Jarvis MP, Member of Parliament for Eastleigh, will introduce the Young Carers (Educational and Employment Support) Bill to Parliament on Tuesday 14th October. This new proposal would require schools to identify and support pupils with caring responsibilities — ensuring they receive the help they need to thrive in education and beyond.

Liberal Democrat MP for Eastleigh, Liz Jarvis said: 

“Every young carer deserves the same chance to succeed as any other pupil. This Bill is about making sure schools have the structure and support in place to make that happen. No child should have their education or future limited because they’re caring for someone at home.”

“Young carers face unique challenges that most schools are not yet fully equipped to address consistently. They don’t always have systems to identify or record who has caring responsibilities, nor the adequate level of resources to support children who may feel more isolated from their peers, feel anxiety about the health or safety of their loved one while they’re at school, or even have to miss school to stay home and provide care. This Bill is a step towards giving them the recognition, structure and opportunities they deserve.”

According to the Carers Trust, stats from the 2021 Census which found there were 221 young carers aged under 18 in Eastleigh – but this is a significant under-representation. Post-Covid research suggests that between 5% and 10% of children are young carers – so based on the 2021 Census data, there would be around 100o young carers in Eastleigh. 

The new Bill would ensure that young people with caring responsibilities receive the help they need to thrive at school, college, and beyond. The Bill would require schools to keep a record of pupils who are young carers and provide appropriate support around key areas such as public exams, counselling and practical help in school. It also aims to improve young carers’ transition into employment, through mentoring and skills programmes designed to recognise and develop their potential. Schools would also be required to have a named young carers lead.

Her proposal has attracted strong cross-party backing. The Young Carers (Educational and Employment Support) Bill will have its First Reading on 14th October.
